When E3 is the right default

E3 is the enterprise productivity + identity baseline:

  • Full desktop Office for knowledge workers
  • Email, calendaring, and archival headroom with Exchange Online Plan 2
  • Teams phone system readiness (licensing for PSTN is separate)

Choose E3 if: You need enterprise scale and compliance foundations but already have a SIEM, DLP strategy, or BI platform elsewhere — or you are cost-constrained on per-seat security add-ons.

What E5 adds (and who needs it)

E5 is E3 plus advanced security, compliance, and analytics:

  • Defender for Endpoint Plan 2 — endpoint detection and response (EDR)
  • Microsoft Purview advanced compliance — legal hold, eDiscovery, insider risk (where licensed)

  • Entra ID P2 — identity protection, privileged identity management patterns

Choose E5 if: You are in regulated industries (finance, healthcare, legal), face advanced phishing and ransomware risk, or want Microsoft-native BI without a separate Power BI purchase.

Avoid paying for E5 if: You will not enable advanced security workloads — many features require security team time to deploy and tune.

Common misconceptions

“E5 is just more storage.” No — storage is similar; the jump is security and compliance services.

“We can start on E3 and upgrade seat-by-seat.” Yes, Microsoft supports mixed licensing in a tenant, but plan the upgrade path before audit season.

“Enterprise means unlimited users.” There is no upper cap, but licensing is still per user; frontline and contractor roles may be cheaper on F1/F3 plans.
