Microsoft 365 F1 and F3 (Frontline Worker plans) license deskless, shift, and field employees at a lower cost than Business Standard — but they are not interchangeable. The wrong plan means missing mailboxes, missing desktop Office, or overspending on full Business licenses for warehouse staff.

When F1 is enough
F1 targets firstline workers who need Teams and company apps on mobile or shared tablets but do not need a traditional mailbox:
- Manufacturing lines with Teams shifts and announcements
- Retail stores using Teams on shared devices
- Logistics hubs coordinating via Teams chat
Do not assign F1 to someone who needs Outlook with a company @yourdomain.com address for daily email — they need F3 or a Business plan.
When F3 is the better fit
F3 adds mailbox rights (within Microsoft's Frontline policy), more Office web/mobile capability, and security features such as Defender for Office 365 Plan 1.
Choose F3 for:
- Shift supervisors who email customers or suppliers
- Field technicians who need calendar and mailbox on phone
- Staff who outgrew F1 but still should not get full Business Standard
Mixing Frontline and Business in one tenant
Most organizations use:
- Business Standard or Premium — office and HQ staff
- F1 or F3 — frontline population
This is normal and supported. Map one license per person — do not share accounts on shared devices without understanding Microsoft's sign-in rules.
